Dear Mr. Morrison:

 

On April 10, 2006 at an OTCO Trustee Executive Session, it was decided to develop a

Resolution Committee to come up with an acceptable solution to ongoing problems

between the OWEA Executive Committee and the OTCO Director.  On April 17 at the

OTCO Trustee’s Meeting, the Resolution Committee proposed a position that is acceptable,

to Curtis and the OTCO Trustees, to resolve the situation with OWEA. A motion was made

and approved as follows:

 

The Board of Trustees of the Operator Training Committee of Ohio has found it

necessary to place the Ohio Water Environment Association (OWEA) on probation

for a period of three years for what is perceived by the OTCO Trustees as unethical

and dishonest behavior.

 

As part of this action the present Wastewater Trustees will remain on the OTCO Board,

as representatives of the wastewater field, in their respective geographic districts and

one at large representative.

 

After a 24 month cooling off period conditions will be presented for reinstatement.

After the 36 month probationary period OWEA can then apply for reinstatement to the

OTCO Board.

                                                  

This probation is intended to remove the Director from the current hostile work environment,

while allowing him to move on to the business of OTCO.  It is the Trustee’s desire that we can

reach reinstatement at the end of the probationary period.  As President of the OTCO Trustees

Since 1964, OTCO's mission has been:

:

"The primary focus of the Operator Training Committee of Ohio is to design, develop, and deliver

various types of training programs for individuals in water and wastewater utility occupations in

business, industry, and government."

 

Annually, we reach over 5,000 water & wastewater operators either via operator training or tracking

operator contact hours. We have not changed our primary focus nor do we have any plans to change.

The five (5) Wastewater Trustee and the rest of the Board of Trustees will to design, develop, and

deliver training for wastewater operators.

"Recent events resulted in a period of discord between OWEA and OTCO.  The boards of

both organizations have agreed to work together to promote harmony between the groups

by putting aside past events and reflecting positive images of our counterparts.  As part of

this process, we are making available the letters that provided the impetus for this move to

a more positive relationship between our organizations (click here to view).  We ask, in the

interest of improved relations, that all members of each organization follow our boards’ lead

to enhance the profession of water and wastewater operators in the state of Ohio."

Due to misinformation in recent publications, for clarification, click here to view the

documentation  terminating the agreement between OWEA and OTCO. Please note all

data was returned prior to termination & payment.

6/27/05

Due to inconsistent information from OWEA, we have returned all OWEA contact hour data we

received on June 2, 2005, unprocessed. OTCO has always been committed to assisting

operators with their educational needs since 1947.

 

We will continue to serve the 7,100 operators who use the OTCO Student Transcript for their

Ohio EPA operator certification renewal.

6/20/05

On 6/2/05, OTCO's Curtis L. Truss Jr. met with OWEA's Mark Livengood. The following events

were transferred to OTCO:

   1) OWEA Government Affairs Workshop. 2/28/05

   2) NWOWEA Section meeting, 3/16/05.

   3) SWOWEA Section meeting, 3/17/05.

   4) NWOWEA Lab Analyst meeting, 4/6/05.

   5) NWOWEA Operations workshop, 4/28/05.

   6) OWEA Watershed Workshop, 5/4/05.

   7) OWEA Collections Workshop, 5/5/05.

   8) NWOWEA Section meeting, 5/18/05.

   9) SWOWEA Section meeting, 5/19/05.

 

Prior and during transfer, OTCO notified OWEA of a final transaction that need to take place

before processing can begin. As of 6/20/05, this transaction has not been executed.

Agreement Signed 4/15/05

 

OTCO's Board of Trustee approved the agreement regarding the tracking of operator

contact hours for OWEA. 

 

OTCO's Executive Director, Curtis L. Truss Jr. and OWEA's Secretary/Treasurer

Jane Winkler signed for their respective organization.

 

OTCO is responsibility is to track OWEA's operator contact hours.  OTCO is not to be

considered staff nor is expected to perform duties within said realm.

 

Curtis is the contact regarding the administration and execution of the agreement for OTCO.

We will post weekly, the training events OWEA has submitted to OTCO.

 

OWEA is responsibility is to providing all necessary documentation verifiable in the event of an

Ohio EPA audit . OWEA's primay contact for the agreement, Mark Livengood is responsible

for submittal of ALL data from ANY group representing OWEA to OTCO.

 

OTCO' Erin Moore is the primary contact from OTCO regarding the day-to-day handling of the

data once received by OTCO OWEA's  Mark Livengood is the primary contact and is

responsible for submittal of ALL documentation to OTCO.  The work will initiate after one last

item is addressed by OWEA.

 

We welcome OWEA data joining the 7,000 OEPA certified operators utilizing OTCO's student

transcript for their renewal.

2/10/2005

On February 8th, 2005 OTCO met with OWEA to continue discussing the matter of OTCO

tracking OWEA's credit hours.

 

In attendance were:

Mark Livengood - OWEA

Curtis Truss - OTCO

Erin Moore - OTCO

Carolyn O'Neal - OEPA - Trustee to OTCO

Larry Gurlea - OWEA - Trusee to OTCO

 

At this time all parties have agreed upon (in principle) the first draft of the agreement.  The

next step in the process is to present this agreement to the OTCO Board of Trustees at their

Board Meeting on April 15, 2005.  It has been requested that Mark Livengood and the

President of OWEA be present at this meeting to assure proper procedure by all parties.

 

OWEA has received the necessary information and documentation regarding the proper

collection of Operator data.  This is to help make the final implementation of tracking more

efficient and seamless.

OTCO and OWEA will meet on Tuesday, February 8, 2005 during the OTCO Wastewater

Workshop to continue dialogue.  A preliminary draft agreement will be discussed at said

meeting.

1/21/2005

On November 17, 2004 at the request of OWEA, OTCO was invited to a meeting to discuss

the possibilities of having OTCO track their OEPA approved contact-hour training data.

 

Due to a previous request by OWEA, no data has been included in the OTCO Training

Tracking Systems (TTS) since February 2002.

 

On January 20, 2005, we received an email  from OWEA  that the Executive Committee

has discussed and approved the next phase of this project. This is a positive step toward

assisting Ohio's Wastewater operating community and the OEPA.  Until there is a signed

agreement, no data can be tracked by OTCO. Please watch this web site for official progress.
